Isn't This A Major Flaw of the Electoral College?

I haven't really read up on the criticisms of the Electoral College in awhile, so i am not sure if this is a common complaint but wouldn't that system encourage presidents to spend more of the federal budget on projects and whatnot in swing states as opposed to states that are not in contention during elections? For example, wouldn't a president be tempted to send more federal money to Flordia, Ohio, and Missouri, in order to get on those citizens' good side, as opposed to Utah and California, which are unlikely to be in play?
