Why does IRan, NK, and Hugo Chavez want to develop nuclear power?

These countries are all shitholes and the only power they need is donkey power to power their carts so why would they want or need "peaceful" nuclear power. Do you think it is a coincidence that these same countries profess a deep hate for us and are being helped by Russia?
